Jarred Thomas’ career in public safety spans 3 decades, beginning in 1993 while attending Texas A&M University. He obtained bachelor’s degrees from Texas A&M and the University of Texas – Tyler. He currently serves as the Emergency Management Coordinator for the City of Sugar Land, with previous emergency management roles in both Travis and Williamson Counties. He maintains certifications in emergency management and paramedicine.
During his tenure in emergency management, he has led coordination efforts for multiple presidentially declared disasters and numerous large-scale local incidents. He has served in leadership roles, including Chair of the Capital Area Council of Governments' Homeland Security Task Force and as a Board Member for the Lower Colorado River Flash Flood Coalition.
Jarred has participated in large projects focused on real-time mapping and analysis of flash flooding with the National Weather Service and the University of Texas – Austin.
On a personal level, Jarred has been married to his wife for 29 years. Together, he and his wife have two sons. He enjoys spending time with family, watching competitive sports, and being outdoors.
Caroline Egan is an Assistant Emergency Management Coordinator at the City of Sugar Land, Texas Office of Emergency Management. Caroline began her career in the emergency management field with the American Red Cross and Fort Bend County (Texas) Homeland Security & Emergency Management.
She is a passionate advocate for all things related to emergency management, particularly disaster recovery. Caroline is a founding member of Fort Bend Recovers (Fort Bend County’s long-term recovery group) and serves as co-chair of the Houston Urban Area Security Initiative’s (UASI) Regional Recovery Work Group. She also does “normal emergency management” things for the city of Sugar Land, including planning, mitigation, and preparedness activities.
